If that's the case, then no, this isn't even remotely close to where you're "supposed" to go next.
The high difficulty of the area would also tend to ward players away, or at least make them try to see if there isn't anywhere else they could go.
I do agree that it's a questionable design choice for this path to be so easily accessible, even with everything i've mentioned.
Ring the east bell (East Forest)
Ring the west bell (Under the Well -> Dark Tomb -> West Garden) (you should finish this step)
Open the Sealed Temple doors, learn how to venerate from the new instruction manual page
Obtain a key (Eastern Vault)
Obtain a key (Ruined Atoll)
Obtain a key (Quarry) (you've skipped to here)
To defeat Garden Knight, I would recommend using Firecrackers. They are relatively cheap, they do incredibly massive damage, and using 10 of them gives you a permanent one. So if you use 50, that's 5 free Firecrackers in any encounter, restocks when you rest. Consider the money spent as contributing to your permanent inventory rather than being wasted.
Super-cheese is possible by starting the encounter outside of the arena itself, you'd need to make sure you have enough resources to kill it from the outside though.
The Quarry is a puzzle, so there are ways to make your experience there easier. I'd definitely recommend doing Ruined Atoll first.
I guess that was kinda my next goal, I just found the fortress thing and killed the guy where you need to attack his ballsack.
If you're curious about the things you've likely missed, i'd recommend looking at page 43 more carefully, as well as page44if you have it.
Though I have no plans on returning to Tunic, I might, eventually. I might check those journal pages, I believe I had them, don't remember as that was more than 2 weeks ago.
I do know that if you have every journal page you can skip the Heir bossfight, and honestly that's something I might even do. But right now I've got my head in other games.
