Can I get everything without NG+?

Hello everyone! I've been playing Tunic for this last year and already died and recovered my body... However, I'm a completionist and most of the areas previously acessible are blocked by the black mist now. However, there are some things (chests, manual pages) that I believe to be only acessible with the garland... So... To get everything, do I need to start the game all over again?
In the New Game+. do I have acess to the Garland since the beggining? Or I am just dumb and missed the items because of my lack of attention?

There is a way, if you can figure out the puzzle. You should find a clue to that way if you explore what you can reach and get far enough to unlock it's use.
