West Garden fast travel unlock ?

How do I unlock this fast travel on the right, and reach that block that needs to lower on the left ? I have all other fast travels unlocked.
I feel that I am missing a skill that allows me to jump over gaps. Where do I find it ?

Is there a better way of attaching pictures ?

There is a breakable wall below the monolith which will allow you to pray from underneath it; however, you still can't do anything there.
