this is really strange, you could try to have the windows task manager open while the game is running and see if something is wrong.
If you go in the performance tab you can see the current resources usage, that should tell you where to look for bottlenecks.
unfortunately this could be due to a lot of reasons unrelated to the game itself.
My suggestion is to look up something like "1070 GTX 100% usage" and see what comes up. Searching for the specific GPU brand or laptop brand (if you are using one) might also help out to find a solution.
1. Delete or Reset any game profile for this game in the Nvidia Control Panel.
2. Reset the general Nvidia settings (the general profile)
3. Change "Energy Mode" to "Optimal Power" (Before the reset it was on "Maximum Performance")
4. Change preferred hardware from "Auto" to "always using GPU" and not Intel
5. In the PhysX settings (other tab in the Nvidia control panel) select to render PhysX on the GPU, not Intel.
