You need to have Steam overlay enabled and working for in-game purchases.
The commanders themselves can only helm Japanese ships, but if you have them — you can enable their voiceover in Sound settings — this way you'll hear them while using ships of any other nation.
I honestly see nonsense like this and wonder what's wrong with these people. This non-intrusive DLC product was not designed for you, bub. I like this kind of product, so I bought both of them gladly. No one is forcing you to buy anything. Go buy all of the period specific stuff and be happy or play f2p and do likewise. Stop with this drama queen crying about a company doing something that makes a player like me happy and has zero effect on your game, Mackenzie.
