But on another hand it got really tight turning radius for a battleship which allows it to dodge torpedoes and torpedo planes. And you can augment that with faster rudder. But turrets rotate slowly, so you can't dodge everything constantly while also firing in return.
I'd say Damage Control for newer players who are not too good with positioning yet and Rudder shift for others.
Also it has quite good and long secondary guns and main gun range is not too good for its tier, so if you're more into close combat and plan to augment secondary guns - Rudder Shift.
As Ryuu says, there is an argument for the DC but its already pretty tough armour wise.

Which aspects do you most love?
I can actually laugh sometimes at torps because i can dodge them so easy the NY and the Fuso was chasing me (don't judge me) I maneuvered around a small island and took out the NY as I was turning the Fuso ran into the island before I know it I was facing him broadside and got a citadel. The other is the VERY small dispersion of main guns.
~1200 damage every 30 seconds and gets melted faster than destroyers
