And even then, if half of your planes have lost 50% HP to a flak cloud, the squad is only 5% faster. And after they were shot down, your remaining planes are back an 0-1% increase.
Skilsl should benefit your overall performance IMO.
Adrenaline rush might help you shoot a few more time with secondarys or rearm one Squad faster, IF you get detected AND shot at AND escape alive.
You essentially pay 2 Points for a skill that you will only use once every few games.

In general T2 Skills are quite bad for the CV compared to what T1,3 and 4 offer.
Improved Engines is problably the best of the Bunch you can get on T2.
However, if you find yourself missing a lot of torpedos Torpedo Acceleration might be something you like, its usually better on Americans but completely justifiable for someone starting out on Japanese CV's.
