Try opening a new account from your new PC (not Steam) and if that fails contact their support and list the problem with them. Luck.
I contacted them two days ago. no response. They couldn't care less.
Hey there.
I do apologise for the delay in our support staff getting back to you on your support case.
I can confirm that this issue is usually caused by launching the game from Steam whilst signed in to a Ubisoft account that the game wasn't linked to when originally purchased. As a result the first thing I would always suggest in these instances is if you are aware of any other Ubisoft accounts you own or that have signed in on your PC recently is to try signing in on those, typically when you're on the correct account this error should no longer appear. If however you're not aware of any other accounts you own if I can ask you to attach screenshots from the following folders to your existing support case. The folders you need by default can be found at the paths below, you might have one or both of these folders in the directory:
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\ownership
C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache\user_profile
Please attach those screenshots[support.ubi.com] to your support case, do not post those here. Once you have if you can let me know the case number I can certainly take a look into this for you. Thanks!

I have no other Ubisoft accounts. I tried accessing those folders but the user profile one could not be found. The ownership one just gave me an unreadable text file that wouldn't open. This is ridiculous. You never have problems taking people's money but when the products stop working you can't figure out what's going on. I think I'll skip Far Cry 6 if this is the kind of support I'll get. Can't even play a game I ♥♥♥♥♥♥♥ paid for and it's through no fault of my own. And of course it happens once the refund period has passed. Ubisoft can go bankrupt for all I care. I'm never buying your games again.
As stated above, the authentication issue you are referring to is due to the game being on another account. This is a fact, it's something we see every day and are more than willing to help you sort it out.
From what you have described, there is only one user profile in the ownership folder, but this is not uncommon on a new PC.
We have many other methods to try to locate the account that the game is on. If you'd like, please post your ticket number in this thread and I'll get back to you there, as we cannot discuss account specifics on a public forum.
I know this is frustrating, I get it, but I do want to help you get this sorted! :)
