You should try 2 things:
First set the latency in the the nvidia control panel (for this game only) to ULTRA.
Second, make sure the game runs at 60 hz not more not less. Because the engine has this nasty stutter problem with different frequences.
Bonus tip: Adaptive vsync is helped me to alleviate the issues mostly.
I have an i5 7500 cpu. And i had serious stutter problems... But the most is fixed with the latency option.

You tried disabling the HD textures? Because that known to make the texture load problematic. MAYBE that help.
Maybe you have processes running in the background, interfering with performance?
Slow bus speeds?
Inadequate power supply?
Not puffing, not a fanboy, honestly NEVER had a single issue with this game...!
You are lucky, or way above the recommended specs, nothing more. Do you ever heard the silicone lottery? :D This is something like that... And no, the engine had problems with texture or asset streaming. Don't know they fixed it or not, but earlier had problems with i5 cpu-s. Far cry 4 was notorious with the stutter problem. In FC5 they fixed many problem sure, but not all of them. And you are right about that many times, people complain stutter, because cpu bottleneck. But in this case, something else does this. If you look at the cpu benchmark [www.anandtech.com] there is really not much difference in terms of speed.
PS: Just because you don't have problem, does not mean others are wrong, or they have bad computers. In my case the stutter was resolved, with the ultra latency option in the nv driver (before that maximum pre rendered frames option did not solve the problem...). He has something else that make the game unplayable.

i have also never had any stutter here AT all , and i bought a uplay copy of the gold version the day it shipped .
