[Bug] Cannot Get Cheeseburger for the Roster

The mission to unlock Cheeseburger the Bear is not showing up. It worked fine in a friend's game when we played co-op but it is not in my game. The person is not standing where he should be.

I captured the F.A.N.G. Center after killing Jacob but before finishing the final mission to liberate the region.
