Screen Tearing
Im having horrible screen tearing and i have Vsync enabled with Framelock set to 60. In NVIDIA control panel I do have Vsync enabled with Adapative enabled. Any ideas?

I did try turning vsync off but the screen tear is horrendous.

Nvidia's control panel settings may be overriding the game's own v-sync and causing issues.

Try disabling that on the panel, and using only the game's v-sync.

I have no screen tearing, framerate set to 60 and v-sync on.

Also, are you sure your monitor has a 60Hz refresh rate? You should change the FPS lock if it's higher or lower.

yes my monitor is 60Hz. By disabling do you mean the entire profile or only the vsync setting?

I think only the specific nvidia v-sync should be a first step to try.

After disabling, restart your computer just to make sure and check if it continues in-game (screen-tearing).
