You may need to edit the %USERPROFILE%\Documents\My Games\Far Cry 5\GamerProfile.xml file, and set GPU="0" to GPU="1" (or vice versa).
Besides that for me its almost the opposite. when im running far cry 5 on my rtx 4070ti with 12 GB of vram, my GPU is using almost 12gb of it. RAM usage is around 15 GB. (im playing on ultra with HD textures and 1440p, and getting around 100fps).
But it might very well be possible that you are using your CPUs integrated graphic unit and not your main GPU. Which would explain the abysmal amount of available vram and poor ingame performance.
I switched to my high performance nvidia processor with the same result, but instead i got 2GB/3GB but still poor speed even at the lowest, this has never happened at all until now.
