Cutscenes not playing, goes back to normal game?

just started the game with a new gpu, and after liberating the first radio tower, I'm supposed to get a video message from john seed. But the staticy TV screen image just showed as a still image for me, some sound effects, then it ended a few seconds later without playing.

What is this? How do I fix it? Is there a cutscene video library in-game I can find it in? Or do I need to go track down John Seed and ask him to repeat himself for me?

Happened to me on my second playthrough on infamous difficulty. Not sure does that have something with the recent update or what, but I haven't tried it again on "new game" cause I've seen the scene already.

For your progress you are safe to skip it and continue to liberate that area to earn resistance points. But if you wan't to see the scene try to look up on youtube.

Someone kindly put the link to your post in, having the same video issue at the radio tower, tried it three times now, whereas it always played perfectly before the latest patch, it won't even allow me to take a screenshot and yes a couple of times i've had issues with FPS, which they reckon are supposed to have been fixed.
I'll try Stanley's suggestion.
