Missing mission in each region?

Just finished clean-up - game is finished, each region is completely cleared, no available missions, outposts, destructibles or stashes. I've also got 4th rod.

Yet, each region indicates I'm missing one mission. Say, I have 52/53 in John's region and 40/41 in Jacob's region (can't recall how much missions there are in Faith's region, but also one missing). I can't find any extra missions to start. My map is completely clear. I've started Outpost Master, hoping this last mission will be to liberate all outposts again, but nope, finished Holland Valley outposts, mission still missing.

So, what's the catch?

jacobs is the hardest...its below ozhigon falls on the western part of jacobs region

You were right with the YES sign but clifthanger did not do the trick for me. Neither the guy (director) at blood dragon set. Still whitetail mountains 40/41 and henbane river 42/43 :(

for henbane there is a prepper stash and a clutch nixon mission that LOOK like they should be in whitetail mointains. From the map they are in the whitetail mountains but count towards henbane. One is at the road/bridge between those two regions but still on the mointains side. and one is in silver lake on an island that is also JUUUST about in the whitetail mountains

I would have made it at another day but now I have henbane 100% and can sleep well.
