How do I climb up to the old silo?
I don't know if I should shoot the ladder or not.😥

May be there is a Zip-line which landed on the the Silo.
Or just Fly on a plane, jump mid-air, and use the parachute to land on the Silo. Or just land a small Helicopter on the Silo if you can.

Rather than landing the plane, I shot the top of the ladder with a machine gun, but the ladder seems to have descended.

At some stage a prepper stash or some side mission will make it possible for you to go up. I had the same issue.

Ladder didn't want to come down no matter what I did, and then later it was down without me having to do anything.

There's no prepper stash at the old silo. It's a known bug that sometimes the ladder is up and wont come down.

To fix it, just use fast-travel to reload that location, and it will be fixed.
