Also you should have gotten some fish "guides" around the outposts and some other places
ALSO it is possible you went by the road sign saying about hunting/fishing location
So it shouldnt be that hard to find a salmon, have a look on your map or drive on the roads and find those road sign telling about fish/animals locations

Basically only in Whitetail Mountain Region. Take a boat trip along the rivers and lakes, close to the shores, and you´ll find lots of Salmon spots.
If it´s only for the Cheeseburger unlock, there should be a quest marker, where you can find one. It´s only a few hundred meters away from the the F.A.N.G. Center, if I remember right. Good Luck !

Easiest way to find the Cheeseburger one is to head north and very slightly east from the FANG Center towards the Landsdowne Airstrip, then follow the river to the right and you'll come to a landing stage which has a merchant hanging around it.
