can't find any drug boats

so i played fc5 for like 10-15 hours and completed 2 regions john and faith's region's. but there's an main quest on my list. war on drugs. and i can't find any drug boats to destroy. been cruising for some time but can't find any drug boats to destroy and no i don't own fc5 through steam. i purchased it from uplay store.

As i remember it there was boats in Faith's region (I might be wrong). If you want more input try a search on Youtube.

they pop up randomly i remember roaming around for hours tryin find them

They are harder to find as you clear the zone but eventually will pop up, just takes some patience... happened to me as well

Using fast-travel forces new spawns to be generated. So that can help.
