dude your not gonna see 200 FPS with this game ..maybe CSGO you may but that game has so far less details to draw in an open world ..where things change as you move and a stable silly stupid small map

Its been well documented online that this game and all Dunia engine games in general stutter like crazy. Just type in Google 'far cry 5 stutter' and you'll see why. Doesn't matter what system specs you have.
I'm not familiar with AMD drivers or GPU's, but in the Nvidia control panel has is this setting called 'Power management mode'. It can be set to 'Optimal power', 'Adaptive', and 'Prefer maximum performance'. When the GPU is under load prefer maximum performance will tell the GPU to use all the power it needs and maintain maximum clock speeds even its not necessary. This can help with suttering in some cases, if AMD has an equivalent or similar setting try it out, and see if that helps.
I'm sorry to say you will never completely get rid of the stuttering in this game. I have spent possibly dozens and dozens of hours on this game trouble shooting stutter issues that plague this game, rather this engine to be more precise.
I have submitted several support tickets over the years since the game released to Ubisoft and they refuse to acknowledge the stutter issue via email correspondence yet official Ubi moderators have stated in their own Ubi forums they have actually acknowledged the (autosave) stutter but will not fix it. Its also frustrating trying to get a response from Ubi with more insight to the issue as the replies have only been from first lvl support with very generic advice.
Its frustrating as hell, as overall the games are very fun to play, but forever spoilt now for me personally somewhat because its been made obvious from their replies to me and disinterest in looking into the issue. There's a whole lot of politics and other things involved I'm sure and I have no interest in that at all.
End of the day, I even went as so far to upgrade my CPU recently to an i9 9900k not solely for this game but was truly hoping it would make a difference - I was hoping I could some what fix the issue by brute force. But even the mightiest cant fix an issue that's deeply rooted in the engine.
N.B There is 1 mod on the Nexus site that actually disables the autosave function. And it works well. But the stutters that appear for other reasons unknown are still there.
