Actually 8gb is technically fine. The issue is some people run a lot of background programs, thus not leaving enough of their ram free, they just assume if they have 8gb that they are good to go, which is not the case.
As long as you keep a clean system 8gb is still more than enough for anygame.
For instance at the moment, I am sitting at 2gb used sitting in windows, leaving 6gb free for gaming, I have spoken to people who due to the amount of programs were sitting at over 5gb sitting in windows, thus leaving only 3gb free for gaming, so for them to run games as well as me, they would need 11gb of ram.
16gb basically means you do not really need to worry about memory issues. Where as with 8gb, you will need to keep an eye on what your computer is doing.
Saying that, if you are changing detail levels and your fps is not changing, that normally points to a bottleneck.
To be fair your cpu is just below the minimum which is the i5-2400, now I know yours sounds better as you have the i5-3330, essentially you are using the series 3 model 330, you need a minimum of a series 2 model 400. So yours is a newer, but slightly lower model, its about 5% slower than the 2400.

However Your gpu is also borderline and again just below the minimum. the minimum is the gtx 670, your using the gtx1050ti.
Again like the cpu, you need a series 6 model 70, your using a series 10 model 50ti. So again its newer, but a slighly lower model, in average benchmarks its about 8% slower than the gtx 670.

So both your cpu and gpu are just slightly below the minimum for the game.
I am running 8gb of 1600ddr3 too, but I am getting 60fps, however i am running an fx8350 and a gtx 970.
So it simply looks like your issues are using a computer which is just below the minimum needed for the game.
Saying all that 30fps does seem a little low as you are just underneath, I was trying to find a similar spec on youtube to gauge what you should get, but cannot find anyone with your specs, they either have the same cpu but a much better gpu or the same gpu but a much faster cpu, so they are getting higher fps.
Try leaving vsync off and see if that helps at allm but you simply may need to upgrade.
at first i went with only 8 gig of DDR 4 -2400
saw how bad fc 4 ran...... same as AC origins ..went down the next day and bought another 8 gig kit to go to 16 gig in dual channel
yes you need 16 gig of ram for open world games these days if ya wanna turn up your settings
also update that CPU i5 - 3330 3.0Ghz
and your GPU
GTX 1050 Ti 4GB OC < get at least a GTX 1060 or AMD 580
DDR 3 ram is not that expensive ..make sure you match what you already have installed ..look at a faster i 5 or i 7 has well chip ..they can also be found cheap on e bay
check your mainboard manual to see what CPU's are supported ..you may need to update your system bios
and get an SSD drive ..better yet ....go all SSD if you can afford it
7200 rpm drives are slower then any SSD drive
as C jay already said your already runnuing on only the bare systenm requirements for this game ..so do not expect miricales with the older hardware you own
game runs great here with a Uplay only copy (always has since launch)

I finished the game but barely got a smooth 30fps but i managed to enjoy the game still.
Now that i've upgraded my mobo,cpu and to 16gb ram i get a fairly smooth 60fps low
i5- True.
1050ti - not outdated at all it is still the newest tech card in its range, its just a low end card. Not really meant for heavy gaming.
8gb - Again 8gb is more than enough if you are not running loads of background programs.
Op Sounds like your cpu is bottlenecking then as "Call this 112" did not upgrade their gpu, but saw an increase changing everything else.
So op as I said you are bottlenecking, you need a faster cpu.
