Either South Park reference or coincidence
I just found a voice message on the US Auto outpost, and Hurk's father is talking about how Canadians are all slowly turning the US into a socialist country. Much like how in South Park, Mr.Garrison talked about Canadians like Donald Trump talks about Mexicans when he was running for president. It might not be a South Park reference since he's saying different things about the Canadians from Mr.Garrison, but it's still very similar.

Edit: Nevermind, it's obviously a Donald Trump reference, since he brought up building a wall and deporting and such.

Maybe. Hurk Sr. talks about a 700 foot ice wall on the border of Canada and the US which is surely a reference to Trumps build the wall with a bit of Game of Thrones thrown in. Lost on Mars and the zombie DLC kind of suggest that that they're watching a lot of South Park type stuff at the Ubi studios. Say it's neither a reference nor a coincidence? Moving to Canada has been an American political joke since 1999. South Park didn't invent it.
