New NPC Overhead Icon?
Been playing for 70 hours roughly and have never seen this before. Some person started shooting at me with a bow and arrow. I thought it was one of the red skimasks guys so I took out the binoculars to find him. To my surprise, a blue sniper/archer/target icon popped up when I "identified" him, something Ive never seen before. Soon after, he drove off on an ATV and his icon remained visible for somewhile compared to other NPCs. I get the impression this is a player, though Im not too sure. Anyone else know?

No, when you look at enemies with your binoculars, they are "tagged". This means you can see their silouhette through walls until they dissapear into the distance.

The crosshair symbol is there to clarify what type of enemy he/she is. Enemies who use sniper rifles, bow and arrows or rocket launchers have a crosshair symbol. Heavy gunners and flamethrowers will have a shield symbol, and normal enemies with assault rifles and shotguns will have a triangle symbol. VIPs(the guys with green gas around their heads and take more damage) have crown symbols.

My question was why the icon was blue. Im aware of the different enemy types and of the tagging mechanic. The enemy's behavior was just different so I figured it was a player or some new enemy of sorts.

Had this happen a bunch of times to me too where an enemy has a red icon when tagged, but then something happens and it turns blue. The last guy ran away from the fight and hid in some bushes. My only option to interact with him was a takedown, no communication prompts or anything. Is this just an enemy who has given up and is running away?
