Report a translation problem
Try this, V-sync in game OFF. Go to Fullscreen, Exit Game
Go to Nvidia control panel,
3d Options:
Turn triple buffering ON, set V-sync to FAST. Turn Threaded Optimization ON, go to texture filtering quality, and turn it to HIGH PERFORMANCE, go to Power and change that to Prefer MAXIMUM PERFORMANCE.
Configure Surround, PhysX,
Change the Processor setting to your video card, instead of Auto.
Apply everything.
Launch the game.
When you install a new driver sometimes the settings in Nvidia control panel reset themselves.
To solve this open up Nvidia control panel and select Manage 3D settings.
Now in global settings scroll down to power management and set that to max performance.
Then scroll down a bit further to where it says something about OpenGL and select GTX 960 (default setting says automatic which is not what you want)
Don't forget to click Apply before you close the control panel.
Can one of you do what I posted to test it and see if you get an increase?
as much as i would love to I cant, I'm at work using my phone for this. But I will definitely try it as soon as i get home.

So might be your gpu.
