How do you get the weapon wheel?

The weapon wheel unlocks after tutorial island i believe. Hold LB on controller. Not sure about keyboard.

Press esc > options > gameplay and change weapon selection type from grid to wheel.

You pre-order bonus should be available in the various shops you find in game.
Some of them become available after you've completed a couple of missions.

They are fixing it, I believe. Yesterday I didn't have my gold sniper rifle and this morning I was able to find it in my inventory. Just give it some time.

I've been playing for a long time but I recieved a message just this second in game about a new vehicle being available and it was the doomsday van + items. I pre-ordered on Uplay.

I just figered it out. I need to press alt instead of Q that brings up my utility wheel. Thanks for the help I'll try your method next time I'm in game.
