How to unlock reaping truck?

I found a semi trailer called a "reaping truck" and the tutorial said to loot it, but I can't figure out how. I lowered the ramp and released the brakes, now what?

Lowering the ramp using the control box at the rear right corner is it- then you climb inside and grab whatever's there. If you're following a mission I've run into a few instances of the next step not triggering- try walking away and coming back again.
