Now when you buying games on Steam, you never will be getting activation keys.
After the payment is accepted, the game will show up in your library.
Then during installation, you will be asked to witch Uplay account you want link your game.
You provide the account and game will get activated in Uplay automatically.
As for op question, it does not matter where you get game from steam or Uplay.
The main authorisation server is Uplay for Ubisoft games .

this was exactly what happened when I bought Star Trek: Bridge Crew and R6: Siege.
Steam is just useless DRM !!
All authentication runs trough Ubisoft server Uplay !!
No matter where you get the game Steam, shop or from any other place, all players are must use Uplay server !
