Report a translation problem
There are notes and things you find in the world written by people who escaped the county before the cult cut off access. Surely they would have contacted authorities but it seems like no one on the outside cares about Hope County enough to get into a rush to help them.
My personal guess is that the National Guard would be the only entity with enough resources to get into Hope County (road access is blocked, only water and air remain) but the car radio has news talking about a bomb exploding in Moscow with "millions of casualties" and some kind of impending conflict with North Korea looming. With that in mind I think the National Guard is probably already mobilized and preparing to protect Missoula and neglecting Hope County out of a lack of manpower.
If a cult with even 1% of the membership / firepower of Eden's Gate came into being the Feds would annihilate them w/ extreme prejudice. See: "Waco Compound"
So you are already working from a position of absurdity at the START of the game w/ its whole premise.
The Radio thing is kind of up for debate too. Cultist owned the radio station, whose to say that report is not falsified to help prove the Cult is right.....?
