Why are the friendly NPCs attacking me??

So I'm walking along and one of those guys with the green pistol icon over their head spots me the way an enemie does with the white white curved line and he and his dog try to kill me and I'm like wtf why? It also happened when I was in US auto after I liberated it but didn't happen after I went back a second time, but I am randomly attacked by NPCs around the map still, restarting doesn't seem to fix this either.

I’d like to note this problem is still in the game even now. It seems to be quite random when the friendly npc’s will become agitated. Understand that it happens if I shoot a friendly but what turns them agro ranges from literally nothing to landing a helicopter near them.

Same, but any damage no matter how slight will trigger it.
