Where's Fishing Bait?

Everyone says you automatically get bait and its found by going to the Utilities wheel with "Alt" or "Q" and then "E," > hovering the mouse over the Fishing Pole > and changing bait with the mousewheel. I do that but I get no options with the mousewheel. it's just set to "Basic Mayfly" and won't pop up other options.

I am stuck because a certain mission requires ceratin bait to be completed.

is it the mission to get cheeseburger?

also, you need the fisher king perk for more flies/bait

There is a perk that unlocks different fishing flies that you can change in the utilities wheel. There is no actual bait.

It's the Quest at the Marina with the Albino Trout. So I need the perk necessarily to unlock baits? Had no clue! Thanks!

I just got this game a few days ago (Far Cry series veteran though), and was having the same problem. I will try unlocking the Fisher King Perk, then try again. glad this thread was here. I was searching. thanks. it's still helping people lol.
