You have two aproaches here.
One is to buy a better PC.
The second is the more popular on the steam forums.
Create lots of topics about how badly optimised the game is and make sure you mention how many other games you can run. Even name some of those games.
Make sure you DO NOT INCLUDE your PC specs so that peopel can't point out the obvious issue to you and if anyone (AND I MEAN ANYONE) dares to suggest you are under-specced for the game make sure you call them abusive names.
And remember. The more entitled you can make yourself sound the more likely ubisoft will be to spend time and resources making sure people that don't even meet the minimum requirements can play the game. Those minimum requirements are just a totally made up thing by the industry to force people to spend money anyway.

If your brain was able to read you wouldn't have posted..... Your under spec, most likely the CPU or gpu your running doesn't have required features to run the game hence why you can't even launch it.
So go save up your lunch money and upgrade your PC or stick to consoles. They put the minimum specs there for a reason. It doesn't matter if you can run game X. You can't run this one.
We seem to understand something that you are just not getting here. Some games, the one you currently can run were designed for LOWER spec computers. Perhaps at the time your current computer fell between the min and max specs of those games. This game, however, REQUIRES a different set of min and max specs to run. If you fall outside those specs, always on the "min" side, you will not be able to run it. It may not mean you need a new computer but may mean you need to UPGRADE. Not knowing your specs however, means that we do not know if you need the just an upgrade or a new computer.

Just upgrade the current
If they have like a 450 gpu get something newer
Or replace the ram
Find out what part is too low and upgrade it
The only reason would need entirely new PC is if is running it on some pre built piece of crap from 2013
