on the main menu of far cry 5 go to options then hit video. then hit the far left symbol that looks like three little gears and youll see the option for frame rate lock. make sure it says "on" and turn the FPS up. mine is set at 90. maybe that will work for you!

SPECS:
CPU: AMD Ryzen 7 Octa-Core 3.7GHz
GPU: GTX 1060 6GB DDR5
RAM: 16GB
I fixed My lags, stutters and low FPS fixed quite easily.
1.) I changed my system to "High Performance" in the "Power Plan".
2.) I turned off Framerate Lock in Far Cry 5 settings.
3.) I changed My graphics card options from Quality to Performance. (Added TAA aliasing in-game)
Also in Nvidia Control Center (Or in AMD center whoever has AMD cards) make sure to change Far Cry 5.exe "Power Management" setting to "Prefer High Performance".
I have an Asus G75VW with a GTX660M. It was nice eight years ago, but it limps through most newer games.
I played for 5 hours at 10-20 FPS. Sucky but playable (I have low expectations so expectations met), then something happened and the fps went down to 2.
I made sure everything was low on the video settings (it already was), I switched to a lower resolution from 1920 to the next one down, and checked the integrity of the files through Steam, but still no change.
After a short google search this came up. Moved my frame rate up to 90, now I'm back to 10-20. Kudos to you.
