Basically even if you're taking shots from 100yd+ (which is a nightmare in this game, sniping makes Battlefield 4's side stepping sniper shots seem good at times) the enemy just starts homing in on you even if you're using scilenced weapons.
Stealth in this game is very finicky and poorly done, but it is possible to get the upper hand once you understand how to work with the broken system. Corraling enemies by taking advantage of the "homing effect" and ignoring the bow (it seems like it loses it's OHK anywhere after the second sibling is killed, not sure if that's a hidden buff to enemies or just an oddity in my playthrough) and going for the SA50. The only enemy that will give you trouble for stealth kills is going to be Armoured Machine Gunners, but usually you can manipulate the AI to kill everything off but them and then just go for a take down.
Also the m60 can fire multiple shots without detection.
Anyhow, getting beyond that I advise you think of it in 4 phases:
1. Initial ranged kills of solo NPCs and alarms (make sure the bodies dont fall into the view of other NPCs)
2. Approach and start takedowns (quieter than silenced weapons)
3. Enemies alerted, detection risk now vastly higher (stay behind enemies and use takedowns and/or companions to kill)
4. And if you really screwed up, detection. (Full loud, you already screwed up so nothing matters but survival now)
