No, there's not. There's a quest to get a better fishing pole, yes. Lures, though, I have found to be useless. Their description cites that they are used to catch bigger fish, but after catching now about 500 fish (hey, I like fishing! It's relaxing!), I can state without a doubt that the lure one uses has no impact on the size of the fish that is caught. In fact, you can even use the wrong lure and it won't make a difference.
If the lure does make a difference, then it must be a RNG thing, and the odds must still be extraordinarily low, and I am the unluckiest guy on the planet.
I can corroborate this, and on hardest difficulty. I haven't bothered changing out my lure since going through them and catching everything easily.
