Report a translation problem
You should have not less than 4GB of VRAM on your GPU, but I would honestly suggest 8GB as standard. However, this depends on many other things. What are you running an i5 or i7? How much RAM are you running? Etc.
My system is an i7 with 16GB of Corsair Vengeance RAM and a Radeon RX580 GPU with 8 GB VRAM. that plays faultlessly at the highest settings.

Driver version and video card type ? operating system ? Cpu type ? Memory installed ? software installed ?
please do the following if your posting about an issue with a game crashing or not starting,
post your FULL Steam System info .. this helps ... as no one can say what your problem may be until we know all of whats involved.. on YOUR system , we would only be guessing ....Ok ?
now look up top in steam look for where it says Help (right above the word LIBRARY) .
(you will need to exit big picture mode if you have it active in Steam) .
click on that (it will open a drop down menu) .
then clik system information .
let that load , only takes a few seconds at most ..
once that loads with your system information .
(this will LIST all your hardware and driver info.. its totally safe to post as no one can steal it .. its unique to only your PC build).
right clik on that window.
then select all .
then right clik again select copy (Ctrl + C).
then when you post back (Ctrl + V to paste) .
it will look like this as this is my system info file as an example ...

and let me repeat .. if your GPU is under spec ..there is your issue ..PERIOD .
sorry not gonna play ring around the rosy with ya .. if you have an older AMD vid card thats likely your issue
post your exact system specs .. or contact Ubi Support
remember older AMD vid chips , many of them no longer have updated driver support at all .. it ended in 2015 with version 15.1 , and sorry these cards will not run the game properly and yea its gonna crash ..

the other poster Venom had the same problem .. he also had an older AMD HD 7000 series GPU ....once he upgraded and got rid of that old card ...his issue went away
and even on my 6 gig Gtx 1060 the game uses a little over 5 gig of my 6 gig of V ram
without the texture pak its needs over 2 gig ..so yes your issue is most likely your older gpu or its drivers
note you may also need a better power supply if yours is as old as your GPU , but here is one for $185

You say the game runs fine until the "change clothes" requirement in the bunker, but that's not the game, just the end of the opening video sequence which launches you in to the game. Are you saying you can get past that point on "medium" video settings or it always crashes at that point. If you can't get past that point, you're not in the game, because it won't let you.
If the game crashes always at that point, then its a known GPU issue. I had that when I tried to run the game with my old Radeon HD6970. It ran the whole initial intro sequence up to the change clothes point, then crashed the second you hit "enter" to try it. However, you still haven't said what GPU you're using. So what GPU are you using and what's it's VRAM? Nobody can advise you without knowing that.

You're still not understanding what's been said. The gameplay (minimal) in the intro is not "THE GAME" What you do during the intro (which is a mixture of video and minimal fighting) is react to what you're given to do simply to complete the intro, which ends after the car crashes into the river and you get rescued by "Dutch". The weapons are given to you by the intro, not chosen. You do not have access to any other weapons other than those you find or are given. The intro only finishes after "Dutch" talks to you in the bunker after rescuing you. At the end of that dialogue you are told to change clothes and go and see "Dutch" again for your first instructions. NOW YOU ARE IN THE GAME. You then have access to all the other weapons etc. If your game is crashing at the "change clothes" point, you have not been in the game, only the intro.
I suggest you change your GPU, it's not compliant.
