Could be wrong but that is what I heard here on the forums over the years.
Guessing (and asuming that what I heard was true) that they just havent found a way to properly unlock DLC weapons in the chest pool, without everyone having access. Though this sounds way, way beyond stupid. But... I mean I wouldnt say they couldnt pull this off.
Vermintide 1? It was worse there. With the Quest Board you could get about 2 red per week and that under the assumption that they even appeared there in the first place. And DLC weapons never appeared on the Quest Board.
The only way to get one was to play the same DLC missions over and over again and hope that the DLC appears on the loot table AND that you roll for it. If you wanted a red DLC weapons, you had to try who knows how often. It was a bit better for DLC owners as they got an increasing chance after about 10 games replaying the same map. Still had to luck out for a red one which even as DLC owner you easily could need about 100 games for one red DLC weapon due to the superior V1 system.
For non-DLC owners it was even worse with the chance of not having the weapon after dozen to hundred games. Well, basically like now.
But yeah, I understand the frustration. I'm glad they added Chaos Waste because it's a way around the whole 'red' ordeal, but sometimes I don't have an hour and a half to attempt a Chaos Waste, I might only have time for one or two missions. I've put 800 something hours into it and I'm finally having enough reds to get a few of my favorite dlc weapons. Which to me is a ridiculous amount of hours to get a few good weapons.
For Winds of Magic weapon, the Tuskor Spear, you have to play the Dark Omens map as Kruber.
