white -> nothing
green -> 1 property
blue -> 2 properties
orange -> 2 properties + 1 trait
red -> 2 properties that are always at max value + 1 trait
If the power difference is big enough you might want to switch, otherwise keep the weapon with the properties/traits you like most
To go back to the theoretical example ther eis a LOT of factors that make it a case by case basis. First of your total hero power is an average of all your slots, so if you 161/180 choice is the highest slot, and you got say 100IP in msot or all the other slots chances are you total HP only gonna go up by like 1 or 2 or so (dont care to do the actual math really here). In that case the properties would mean everything not the power. On the other hand if it was your lowest slot and everything else was 200+ already, you might get a bigger boost to you overall HP, making power a much bigger factor, but properties would still have to be considered regardless. And of c as said earlier in case of wepaons the type of weapon is probably the biggest factor (both properties and power would have to be HUGELY better before you should even consider to swap to a type that fit you and/or your build less(to the point where in practically it is very unlikely for that to every happer, exactly becasue of the averaging of power)
It also depends a little on your playstyle and build of course, and your skill.
Dagger is a little bit of a high-skill weapon, because it has (almost?) no cleave, but you can dodge for weeks on end.
Sword is slower but it can cleave.
So your choice is between a more "simple" weapon that can hit multiple enemies at any given time, or the dagger, with highspeed attacks but no cleave.
Dagger also relies on a combo to deal with armored targets, in case you cannot use your staff in close range.
The Mace is even more of a CC weapon, but slower than the other two.
So let's say you are using the Flamewave staff. Why would you get a mace, when your ranged weapon's sole purpose is to deal with groups?
A bolt staff on the other hand cannot help you when you get surrounded or stuck in a difficult spot. Here, if you are not fully experienced with positioning and kiting, a dagger would most likely kill you, while the mace, with its wide sweeps, can keep you alive.
