Quickplay probably looks for the most recent lobby instead of the best one, only way to explain this ♥♥♥♥♥♥♥.
If you don't like a certain player joining, tell him, of he is unresponsive just kick him on sight. Also ragequitting is never the solution, in fact its sort of a ♥♥♥♥ move specially of you are hosting. Now again I understand some people may have been born an ork in the head, but they are what make champ/legend runs interesting, if everyone played decently the game would just be a grind similar to an mmo with cool combat, with sloppy teamates you get engaging moments where you carry the whole team with a tome and a grim, desperate plays while dealing with the boss and the horde along with tons of specials, oh and if they talk you probably get the most hilarious excuses, just don't quit, sit back, relax and enjoy.

And even then you can't host QP privately until you load the map, but that's another issue.
As for your other points, yeah, QP is a bit wonky at times. Not sure there's much I can comment on that other than sometimes it acts rather strangely.
