Put simply, there are two main aspects to this game. The building and the online servers aspect.
If you like building (Vehicles, buildings, props etc - anything really) and are willing to learn the editor mechanics, you'll love it.
There'll be plenty of people that'll be willing to help you learn.
If you are focused more on the server aspect, I'm afraid you might be disappointed. The servers, as of late, have generally taken a down in terms of quality. That's not to stay you won't find great servers and have good experiences with other players, it's just that it isn't as common.
Puffer makes a good point as servers linked to Discords have become more common. You don't have to go down this route, but it is open.
I spent most of my early hours in the game solely on servers. I've since transitioned to building, but it really is up to you to decide what you want to do.
people take high effort builds, save them and upload them to the workshop again like they made it themselves.
look at it in editor, if it has weird stuff that breaks what it would look like or colored in bright ahh colors, it's probably a reupload
if it has a thumbnail that was taken in editor(blank backround) then it's probably a reupload
check there workshop, chances are they reuploaded more stuff, if build quality is going majorly better or a lot worse with each upload it's a reuploader, unless they don't put as much effort into some builds then others, but that's a rare case, or they learned a new technique that heavily increased there build quality
look at the name, usually reuploads title them things like "nissan skylinr" or "ford fiesta" with no caps or even a year
