and would players on console be able to chat? or download workshop items
And on reddit someone said "I have heard it can be done but I don’t know how to download it?" when you can't. it's a PC only game.

not really practical, way more work, less frequent updates or risk of the dev burning out

Also the controller support on PC for this game is already kinda iffy.
The game has far more inputs then a controller has buttons, and most vehicles are designed for KBM so they requiring reworking to fully function on controller. Not so much cars, but tanks and especially aircraft make for some weird button placement if you use a comtroller. Even with cars though the steering speed you can get away with on a controller is often faster then on a keyboard as you have analogue control.
And as others mentioned, the developer is a single person, but even if MS or Sony provided the staff to port the game, I don't think it would work very well.
