Maybe you are misunderstanding mods. Completely. Not even slightly understanding them. I dont know where you are getting this idea of a lot of mods being used to play regular RP. There is simply no such thing and you are absolutely just.. wrong. You are saying nonsense. The most common mod youll find (if any mods are present) is a mod that essentially uses the game's console to spawn stuff in (host only). Stuff like guns or a building model, like a skyrscraper or a house. Maybe you are thinking there are mods that add new bricks or something to make it "easier" to build which (while not a bad thing) do not exist. At all, there arent any. The majority of mods created are actually sound mods and mods that change the UI to look differently while staying the same in functionality

so thats how some mods work, by replacing others, so if you want to use another city replacement, then move ostrov files to a backup mfolder
