I outlined some steps to try, have you followed them?
The game files haven't changed for a while now, so it is not that they're universally broken, there is some other issue at play here - that could be a bug you've uncovered, or even a compatibility issue. Regardless, it'll be good to find out what it is so we can resolve it :)
From other thread that is exactly what is happened > when you hover over the enemy ship section in top right nothing occurs. unable to exit out of pause mode too, so it makes the game unplayable for the Campaign. Worth noting is that I have only downloaded the game in last 7 days or so (not sure if this is helpful or not).
When you say it fixed itself, upon trying again did the tutorial step complete as you'd expect?

I restarted the campaign twice (just now) to test it and i think the problem is when I reported the issue it was because i probably didn't leave the mouse on one of the enemy ships sections for long enough. I'm not sure if the hover counter for this step is longer than the previous one step (where you hover over your crew) which might be causing confusion.
Basically it seems you need the tooltip to appear (as per your explanation in the other post) for it be marked as complete. However this doesn't not seem to be the case for when you need to do it for hovering over your crew step.
