The Chainsword, Bolter and Chapter packs are all cosmetics. So if you like 40k fluff you'll want those. :) The Power sword is pretty cool, although it functions exactly like the chain sword in terms of damage, et al. The chaos map pack is really good if you like to play Exterminatus, although it is best played with an experienced team. That being said, though, you may find it a little hard to find a Chaos public game as most players tend to stick to the classic maps, but I usually do not find it too hard to find one. The Dreadnaught Assault is a really fun game mode, but one which is most often difficult to find in a public lobby. The group red thirst hosts a DA game every Wednesday, which is open to all. Hope this helps.

Well, if you already have the game installed, then play some multiplayer first to see if the servers are still populated, as all the dlc except the gold pistol and chainsword are multiplayer only. If the servers are still kicking, the dreadnaught dlc looks interesting (kind of like a big daddy), but again, i dont know how populated the servers are. The rest from my understanding are all skins. Also, if you check, could you tell me if there are people still playing. I dont want to re-download 10gb it if no one is playing

A shame to hear that, I would've loved to have used the skins on the main character in Campaign Mode, unless someone has a Mod that allows you to do that.

Skins: purely cosmetic, nice to have, but not essential.
Power sword: counts as reskin of the chainsword (same attributes, but different look, sound and animation)
Chaos Unleashed: great coop mode, play as Chaos Marine... essential
Dreadnought Assault: bring down or defend the big guy... essential
That said: Chaos or Dreadnought maps are rarely played and are best experienced during events that various groups, still dedicated to playing Space Marine, organize... for example: http://steamcommunity.com/groups/78832
Mods: there are some for singleplayer.... no guarantees that changing files will not mess up your perk progression and the like: http://spacemarine.wikia.com/wiki/Mods
