IMHO your expectations were too high for a 2011 game. I personally think WH40K Space Marine looks fine and actually pretty good graphics-wise.
This game's graphics and post-processing are OK, the only issue is low resolution of textures and unless the Relic Entertainment have some archive with development assets containing hi-res textures from before they were down-scaled and optimized for xbox360, as well as SEGA being willing to spend money to pay Relic's programmers to update the code and game files to make this anniversary edition proper remaster, there is not much that can be done.
Also AFAIK this game is running on "THQ's" proprietary engine and game files can't be so easily modified and even if someone made it possible, up-scaling textures using some algorithm won't be much of an improvement unless someone make some hand made corrections in graphic software, which is lot of work that wouldn't get paid.
Their chapter master decapitated a Grey Knight captain in full view of an inquisitorial retinue, for killing civilians.
Ultramarines on the other hand genocided an entire world & triggered the horus heresy by sucking daddy E's golden lollypop too hard. Plus their primarch is the setting protagonist & that's cringe.
