I believe Valve offer their own form of DRM to publishers who choose to use it, meaning it forces the game to look for a Steam connection at all time as proof that you own the game. When that connection fails, you're booted out of Multiplayer.
Steam goes down A LOT. Most of the time you don't notice it because the client itslef doesn't actually check all that often. Because Space Marine checks constantly, whenever Steam goes down, it'll catch that almost immediately and put even the Steam client in offline mode. Which is damn annoying, I'll say that much.
Yes, The way around the connection issues will require you access your router control panel and then setup port forwarding, ports required for space marine are
TCP: 27015, 27036
UDP: 27015, 27031 to 27036
doing this is not really hard either just type 192.168.0.1 into a web browser address bar and press enter and that'll will take you to your routers control panel where you can setup port forwarding, just remember to set them properly for TCP or UDP, this really helps with the p2p connectivity issues.
