Ohhh that's interesting, where is disable fullscreen optimisation?
Edit: Fullscreen optimisation isn't a thing in Win7, I tried all the other compatibility options including the resolution one, still nothing.

I did a search through my program archive, and being the luck son of the Emperor that I am, I found both the 2010 and 2012 redistributables in an old torrented version of call of duty advanced warfare (lol). Now, because it came from a torrent, I'd advise you to scan and install at your own risk. However, I've run the game three times in a row with no problems now
Step 1: download them both here (one or the other might work, but I installed both, only way to be sure). Install. Step 2: run the game in admin mode
Step 3: go into the graphics settings and make sure its all good, change at least one thing. This might not be necessary, but I did it just to be sure it could save my graphics profile due to another fix that worked briefly.

You can do it under bios setting or using "msconfig" and setting the boot option>advanced options
