If you have anything lower then that it's really time to buy something new dude.

If you're anything above that then there isn't really much you can do than upgrade your PC. So far mine is still doing the job, but an upgrade is almost necessary for me as well.
Exactly. That's where most of people make mistake and then we see threads "suddenly stopped working" :) But again, if you are confident enough feel free to remove it. I usually remember what is installed for what so I keep it clean.
I'm by no means an expert, just an enthusiast so I never heard that keeping old versions of C++ Runtimes would cause you worse performance. AFAIK, if you have all of them installed, the game will look for the exact files it needs to run, and since all runtimes can exist side-by-side, the game will look for the files it needs from the version of the Runtime it needs... so I don't really see an issue here.
No no, I didn't say that it will perform worse, but some games tend to crash often or more often then usually, or sometimes they can't be started suddenly and people wonder why and how but they removed some of old versions in meaning time. I believe Age of Empire or it was Mythology was one of the games which is not working without old runtime.
Your HD4400 might be sufficient, because I just found a HD4000 Youtube video someone playing with looks like more than 20FPS (i7-37770)
EDIT: ok not stable at all ...but HD4400 has about 30% more power than HD4000.

Might help compensate for the i3 and low RAM.
I run i5 8GB GT940MX with those settings for a nice 45-60 FPS depending on game type and background apps which may eat space
You might get between 25-45 FPS, which is still playable.
