Not supported on PC, no. I think there's some sort of modification that allows split screen, but it won't let you play online, plus it requires heavier resources.

The only problem I've had is that sometimes it won't let me connect to servers using split-screen. Other than that works quite well.

There is a way to play splitscreen online, as I have used it myself, but it requires the server to change the map using the ss_map command. I would say about 99% of servers do not run their maps in this fashion, so you would have to host your own server in order to achieve this.
