try lowering video settings such as shaders, textures, models, etc., Low Violence Mode is an option but I wouldn't recommend it unless desperate. (i think -lv in launch options enables it, remove it from launch options to disable it).
Keep in mind that addons will increase the memory of the game or use more resources then the thing they replace, if you are lagging a lot you should consider turning off some addons (especially model addons such as survivor replacements and possibly even custom maps, texture replacements that don't increase the image size shouldn't raise memory significantly).
Guess, reanimated guns use the least memory so l can use these.
Must try without all the supposedly high impact mods, however, could l share my list and maybe someone who knows, from a glance, can deduct which mods could demand lot of resources?
I think the best way is to go to your L4D2 addon folder and sort it by size (you can tell what addon it is by the image that will share the same name). Its also probably not a huge deal unless it is a large amount such as over 500mb, but probably will help in small ways.
There is a Reddit Post too, but your results might vary.

Graphic settings: everything lowest setting, multi-core: enabled, paged pool: high.
If you are able to access your L4D2 files where you installed the game you can create an autoexec.cfg (go to properties -> installed files -> browse). Within that config you can add a plethora of commands that alter the games graphic, audio, movement, and network settings. Those are all things you can google with "L4D2 autoexec templates".

There is a launch option called -small that allows you to play at lower resolutions than 640*480, that helps A LOT.... However not all resolutions work, you have to test it which crashes and which doesnt...
I discovered this launch option from masterconfig website, yeah that is a tf2 thing but the launch option DOES work in left 4 dead 2
I play at 440*480, its a res that provides less FOV which gives more fps, honestly wished i knew this 7 years ago when I was playing with the bad laptop....
The lowest res you can play L4D2 at fullscreen with -small is 384*480....
IMPORTANT NOTE: The resolutions lower than 640*480 DO NOT APPEAR on video options, you will have to use the launch option -w and -h to set the width and height of the resolution you want to use...
If you want to play at 384*480 for example you would have to put this on launch options: -small -w 384 -h 480
Apart from this you have -lv which also helps a lot with fps removing all that pointless gore...
Workshop has a considerable amount of mods for that as well...
Console commands r_dynamic 0 and cl_forcepreload 1 do give fps boost as well...
There is many wrong things here...
Paged pool should be on low...
-high does nothing... Tested on several pc both high and low spec and it only made it worse...
-nopix doesnt even exist anymore... And the same goes for -useforcedmparms -noforcemaccel -noforcemspd, these are 1.6 launch options....
And what kind of mods you know that improve performance?
