For the first 12 minutes, tank spawns are scripted, and will only spawn at the following times:

This means there's an average of around 1 tank per minute. After the 12-minute mark, the spawns are increased and you get an average of 2-4 tanks per minute, depending on how close they spawn and how fast you kill them.
The easiest way to kill a tank is to focus on it as a group. 4 players with ak47's shooting at the tank will kill it in 2.5 seconds - This is very viable for the first 12 minutes of a round, because the spawns are still very low, so you'll rarely have anything to distract you. Even if something goes wrong, and only 2 people are able to shoot the tank, it will still die in less than 5 seconds.
After 12 minutes, raw firepower alone is not enough anymore, and you'll have to bait tanks to allow one player alone to deal with them. Bait methods will vary on each map, but one straightforward example of a good baitspot is on Dark Carnival 4; The hedges at the back of the barns, where you can move back and forth on top of the hedges to force to tank into repeatedly climbing up and falling down. This lets one player solo a tank, while the other 3 can hold the frontline on the roof.
