"the last campaign isn't as hard"? I'm glad left 4 dead treats all campaigns equally. A MASSIVE reason I love it so much is because it specifically avoids having a single, long story that forcibly enslaves the player to being on a certain level at a certain time. The freedom to choose your stage and level should be way more common than it is... should have been in the past too.
Everyone is playing dark carnival constantly, that's what a I see the most (not The Parish).
Hard Rain feels just the right amount of open and windy-mazelike that common infected can attack you from all angles... and the factory areas are really chaotically-shaped and open so the problem persists there so I can see that.
(are you posting this from a versus perspective or a high-difficulty campaign/realism perspective?)
(I've played since the day left 4 dead 1 released. Earlier if you count the various fps zombie mods that came before it.)
If you struggle with common infected, simply get into a chokepoint to funnel the horde, or use one of the plethora of grenades the game gives you.
Tanks are rather easy to deal with, I haven't seen any tank spawns on hard rain that were unmanagable. Fall back while shooting it, and bait tank rocks into witches for free kills.
As for witches, just cr0wn them.
It seems you need to learn how to properly handle hordes and witches, since those seem to be your largest issues.
if youre playing realism, get a military sniper with explosive ammo and learn to stun lock

Unless you play on expert difficulty, it's fairly easy tho, you just gotta crown the witches, go to a high area with no water during tank fight and save a bilejar for the event at the elevator. If you throw the bile down to the bottom of the elevator and hit common infected, the game will bug out and you won't have commons spawning until all commons with the purple outline have died.
Other than map 1, you have a guaranteed bile on every map, and up to 2 additional possible bile spawns on the finale.
If you have a team of 4 players, map 1 is pretty easy to do, you get a guaranteed hunting rifle, and it's easy to cover the person opening the bunker door.
Map 2 has a tank fight in a wide open area, it doesn't get easier than that. The event is also essentially a stroll in the park because of the guaranteed bile.
Map 3 is the same, the first event is very easily rushed, and the same goes for the junkyard.
The finale is harder, but one bile is enough to get past the first half and to the tank. then it's a matter of having 2 people clear the infected from behind (or use a pipe bomb/molotov at the top of the waterfall) and focusing on the tank, which can be baited around a large rock by one player forever. When the tank is dead, simply push up into the tunnel where you're given plenty of new grenades (either a bile, or multiple pipe bombs) which should get you to the escape with ease. If you were lucky to get additional biles earlier, then it's even easier.
If you don't use the biles, it becomes a lot harder, but the guaranteed grenade spawns pretty much nullify all the commons, so you only have to deal with 2 tanks and a few SI.
However, if you have bad teammates who shoot at commons while a bile is active, then yeah it's much harder, but assuming every person on the team has at least half of a functional brain, the events essentially get skipped.
And it even has "hard" in its name so we were warned
