How is bill alive after the campaign "The Sacrifice"?

The Sacrifice is the final chapter I think you are confused cuz the way valve put the campaigns in order

There is no yet... it's not a Valve creation.
It belonged to the previous developers, Turtle Rock Studios.
They'd have to get permission, as well as make their own completed version.
Logically and realistically I don't see them going after "complete" or "remastered".

The Last Stand is supposed to be an alternative to Death Toll so it takes place after Crash Course, not the Passing. Bill dies in the Sacrifice and the Passing takes place after that.

I think they are confused by the Last Stand campaign as to where that goes.

Obviously the true campaign order is this:

No Mercy
Crash Course
Death Toll
(Last Stand is a "What if Survivors took a different route" during the Death Toll campaign.)
Dead Air
Dam It - (Hopefully the community dev team can get rights to make it official.)
Blood Harvest
